      Remote Identification: What a Drone Must Broadcast

      Remote identification turned every registered drone into a transmitter. What goes out over the air is narrower than the alarm suggested, and broader than most operators realize — including, in every case, where the person holding the controller is standing.

      Remote identification is often described as a license plate for drones. The comparison undersells it: a license plate is read by someone standing next to the vehicle, while this broadcast is receivable by anyone within radio range with an ordinary phone, and it reports where the pilot is standing as well as where the aircraft is.

      Which aircraft it reaches

      The rule follows registration. If an aircraft must be registered, it must comply with remote identification; if it need not be registered, the requirement does not reach it.

      That produces a narrow but real exemption. A drone under 250 grams flown purely for recreation does not require registration and therefore does not require identification. The same aircraft flown for any business purpose does require registration under the certificated operating rules, and with registration comes the broadcast duty. The physical aircraft is identical; the obligation turns on the purpose of the flight.

      A standard-equipped aircraft begins broadcasting from takeoff to shutdown, and the rule requires the operator to check that the capability is functioning before flight. Where it fails in the air, the flight must be ended as soon as it is safe to do so rather than continued to completion.

      Buying used

      Compliance is a property of the specific model as declared by its producer. Before buying a used aircraft, check the declaration of compliance list for that model rather than trusting the seller — an aircraft with no declaration and no module is unflyable outside a recognized area, and that is not a defect a firmware update can fix.

      What the broadcast actually contains

      A standard message set carries the aircraft's identity — either its serial number or a session identifier — the aircraft's latitude, longitude and geometric altitude, the same three values for the control station, a velocity vector, a time mark, and an emergency status indication.

      The control station element is the one that changes behavior. It means the broadcast reports the operator's position continuously, not merely the drone's, and a receiving device shows both. For most flying that is unremarkable. For an operator working alone in an isolated location, it is worth knowing that the position is public in the sense that anyone nearby can read it.

      A broadcast module carries a reduced set: aircraft identity and position, and the takeoff location instead of the live control station. That is why the module route requires visual line of sight throughout — the takeoff point is only a useful proxy for the operator if the operator has stayed near it.

      What the rule does not do

      The broadcast is unencrypted, so anyone with a compatible receiver can see it. What they cannot do is turn a serial number into a name: the registration database is not public, and access to identity behind an identifier is limited to authorized officials.

      That distinction matters when a neighbor complains about a drone. The complaint route runs through the aviation authority or law enforcement, not through a public lookup, and what the neighbor can independently establish is that an aircraft with a given identifier was overhead at a given time and that its operator was standing at a given point. Whether the flight itself created a claim is a question of state privacy and property law rather than of federal aviation rules.

      How non-compliance surfaces

      Identification failures rarely start an investigation on their own. They appear as an additional count once something else has drawn attention — an airspace incursion, a complaint, a flight over an event. At that point the absence of a broadcast is easy to establish and hard to explain, because compliance is binary and recorded.

      Two practical habits keep an operator on the safe side. Check the declaration of compliance for every aircraft you fly, including ones bought used or borrowed. And treat the preflight check of identification capability as part of the same routine as checking battery state and control link, because the enforcement process looks at what the operator verified before takeoff rather than at what they intended.

      For flyers who want the older aircraft to keep flying without a module, the recognized identification area route remains open, but it is a route for organizations rather than individuals: the application comes from a community organization or educational institution, and the flying is confined to the approved boundary.

      Can anyone see who I am from the broadcast?

      Not directly. The broadcast carries a session identifier or the aircraft's serial number, not a name or address. Members of the public with a receiving application see an aircraft, its position and the position of its control station. Linking that identifier to a registered person requires access to the registration database, which is limited to authorized officials rather than open to the public.

      Does a broadcast module let me keep flying an older drone?

      Yes, and that is what it exists for. A module attached to an aircraft that has no built-in capability satisfies the requirement, with two differences: it broadcasts the takeoff location rather than tracking the control station, and the aircraft must remain within visual line of sight for the whole flight, with no waiver available for that condition.

      What is a recognized identification area?

      It is a defined location — typically a flying field established by a community organization or educational institution — where aircraft without remote identification may operate, provided they stay within visual line of sight and within the area's boundaries. Applications to establish one are made by eligible organizations rather than by individuals, and the list is published by the agency.
